Dmytro Zolotukhin
Executive Director of the Institute of Post-Information Society and an expert in strategic communications and information security
From 2017 to 2019, Dmytro Zolotukhin served as Ukraine’s Deputy Minister of Information Policy, leading the implementation of the country’s Information Security Doctrine and state communications strategy. Before that, he advised the minister and volunteered at the National Security and Defence Council’s Information-Analytical Centre in 2014. Dmytro co-authored Ukraine’s Information Security Doctrine and edited the White Paper on Special Information Operations Against Ukraine (2014–2018). In 2015, he co-founded the Institute of Post-Information Society and launched OSINT Academy, Ukraine’s first free online course on open-source intelligence, where he served as both author and trainer. He has authored numerous investigations using open data.
